I also requested that Mr Hyndman the Accountant and others connected with the receipt of the Police and Lighting Rates should enter into Security Bonds for the efficient discharge of their several duties.

Both applications were refused - Notwithstanding my representation of the 1st July and the amount of arrears on hand, and that the Rates had to be paid into Mr. Hyndman's hands before they reached the Treasury.
